Liliana Alfonso was recognized as an “Outstanding Committee Member” for her work with SRAR’s Housing Committee. She has served on the committee for two years, will serve again in 2012, and is chair of the Equal Opportunity and Cultural Diversity Committee. The Housing Committee hosts seminars throughout the year targeting first time homebuyers, foreclosure prevention, and energy efficiency. Members also organize a number of fundraising efforts.

A Year of Expansion and Record Production for Rodeo Realty

As we enter the last couple weeks of the year, I thought it would be a good time to reflect about 2011 and all that we have accomplished at Rodeo Realty. It's safe to say it was a big year for the company. We opened four new offices, welcomed a host of new agents, and logged one of the best years in the company’s history in terms of production.

The year started with the opening of the Sunset Strip office at 9200 Sunset Blvd. in West Hollywood. Westside real estate veteran Fred Henry is managing the office, and has brought on a very talented group of agents.

At the beginning of June, we opened the new Beverly Hills office at 202 N. Canon Drive in the 90210. John Gould is heading up the office and is working with a great crew of new agents and agents from the old Beverly Hills location. A month later, we hosted a grand opening and wine tasting for the new Calabasas office at 23901 Calabasas Road #1050. Paul Stafford manages the office and continues to hire the best agents in the area.

Rodeo then moved the corporate headquarters from Bel Air to 266 N. Beverly Drive in Beverly Hills -the site of the old Beverly Hills office. Rodeo Realty’s listings, listings sold, sales, sales volume, and income per agent this year were some of the best in the company’s history, said owner and president Syd Leibovitch.

Desiree Zuckerman

“2011 has been a very good buyer’s year, with interest rates and home prices being so low,” said Desiree Zuckerman of the Calabasas office. “These two factors encouraged anyone who was on the fence to jump off of the fence.

Homes that were reasonably priced sold, adds Zuckerman. People looking to up-size may have sold their old property at a lower price, but they were also able to buy low.

Rodeo Realty’s extensive newspaper advertising in the Los Angeles Times and other publications is a big advantage, said Zuckerman.

“Especially in the West Valley, it feels like 75 percent of the For Sale signs have Rodeo Realty’s name on them,” she said. “We have a huge presence here and the name is becoming more and more prestigious.”

Sunny Yi

The past year was even better than 2010 for Sunny Yi of the Northridge and Beverly Hills offices.

“The volume of sales was down, but I ended up working with a lot of move up clients who bought homes in the million dollar and up range,” said Yi, adding a lot of that business came from contacting old clients and taking them out to dinner.

Rodeo Realty’s graphic design, print and mail departments are a huge help.

“I couldn’t do it without the help of graphic designer Tim Egan and print shop manager Deborah Runions,” said Yi. “I work with them a lot, and they are amazing!”

Melissa Zee

Melissa Zee of the Sunset Strip office closed more deals in 2011 than she expected.

“I think the market has picked up quite a bit on the Westside, and there are a lot of investors and all cash buyers out there,” said Zee.

Office manager Fred Henry, and Syd Leibovitch always provide plenty of support, she added, and the new Sunset Strip office is in a great location.

“The Sunset Strip office has a great vibe.”

Venice Eco Home by Bridgid Coulter

Interior designer and actor Bridgid Coulter has just completed construction on a newly renovated eco home in Venice, CA. Coulter runs a boutique design studio adjacent to her retail storefront where she carries a signature line of textiles, pillows, eco candles and custom furniture; along with eclectic home accessories in Santa Monica. She did all of the design work on the house.

In addition to her interior design work, Coulter appeared in a number of movies, television shows and theatre in the 1990’s; including Rosewood, Always Outnumbered (with Laurence Fishburne,) A Different World, Family Matters, and Murder She Wrote. Most recently, she will appear in an episode of the new HGTV design show called, “Design Wars” to begin airing December 2011.

She developed the eco house with the support of long term beau, actor Don Cheadle, who was nominated for an Oscar® for his performance in Hotel Rwanda, and has been in a long list of television shows and movies over the years such as Iron Man 2, Traffic, Crash, Oceans 11, Oceans 12 and Oceans 13. The 1,297 square foot, 3 bedroom, 2 bath single-story modern bungalow was originally built in 1953 and has been taken down to stud with responsible debris disposal and recycling methods. The eco renovation and design includes: operational clerestory windows for natural light infusion and air circulation; radiant floor heating; bamboo floors installed with “green” glues; Energy Star gourmet appliances; non VOC interior paints; an eco ethanol fireplace; Greenguard certified countertops, and all built-in cabinetry employs sustainable materials and methods that are FSC certified and do not off-gas.

On Saturday December 17th, starting at 11:00am, Sun Middle School (7330 Bakman Avenue Sun Valley) will be the epicenter of happy children in the San Fernando Valley at the 5th Annual, Keyes Automotive Group Sponsored Great Christmas Toy Give-Away.

Each child who attends will select the toy of their choosing from one of the over 5,000 toys in the school’s cafeteria that will be converted into Santa’s workshop. The majority of toys have been generously donated by Keyes Automotive Group. A delicious fajita lunch, provided by Bruce’s Catering, will be enjoyed by all guests.

Live music and entertainment will fill the air as children have their picture taken with Santa. Kids will also be able to build their own Ginger Bread House compliments of Syd and Linda Leibovitch and Rodeo Realty.

In late October, we announced that two of Rodeo Realty's agents were interviewed by Good Morning America, and that the clip was supposed to run a couple days later. The interviews followed a story in the Los Angeles Times titled "Real estate agents are going all out to sell luxury homes."

The Times story quoted three Rodeo agents including Lisa Sorrentino, Ben Salem and Ron Tanzman. Good Morning America then interviewed Joe Babajian and Ben Salem the next day. The clip didn't run a couple days later -that's how the media world works- but it did air on Good Morning America today.

The spot has some great shots of one of Joe Babajian's listings, includes interviews with Babajian and Salem, and shows Salem taking clients on helicopter tours of high-end neighborhoods. Check it out:

Freddie Mac Maximum Loan Limits for 2012

Freddie Mac recently announced in a press release that its maximum conforming loan limits for 2012 will generally remain at existing levels, as the result of new calculations from the Federal Housing Finance Agency. The base conforming loan limits (applicable to non-high cost areas) for 2012 remain:

$417,000 for mortgages on one-unit properties;

$533,850 for mortgages on two-unit properties;

$645,300 for mortgages on three-unit properties; and

$801,950 for mortgages on four-unit properties.

Maximum loan limits for the nation's high cost areas will remain unchanged from existing levels, with the exception of Fairfield County, Connecticut, where the loan limit will increase. The current maximum high cost limit is $625,500 for a 1-unit single family property in the contiguous United States, although actual loan limits for a specific high-cost area may be lower than the maximum permitted loan limit. Higher limits may apply to Mortgages originated prior to October 1, 2011.

This is good news for agents, home buyers, and sellers in the greater Los Angeles area!

The U.S. Congress passed a “minibus” appropriations measure that will continue to fund the government and includes a provision to reinstate the Federal Housing Administration (FHA) loan limit in high-cost areas for two years, according to a press release from the CALIFORNIA ASSOCIATION OF REALTORS® (C.A.R.). President Obama signed the measure into law.

The higher Fannie Mae, Freddie Mac, and FHA conforming loan limits of $729,750 expired Oct. 1, when it was reduced to $625,500. The passage of H.R. 2112 provides for an extension of FHA-insured mortgages at the higher level through December 2013. It also provides for a short-term extension of the National Flood Insurance Program (NFIP) through Dec. 16, 2011. C.A.R. and NAR strongly urge Congress to work on a five-year NFIP reauthorization bill to provide certainty and avoid further disruption to real estate markets.

“C.A.R. is pleased the Senate and House were able to come to a reasonable compromise on extending the FHA loan limit to ensure affordable home financing for middle-class buyers,” said 2012 C.A.R. President LeFrancis Arnold. “However, we are disappointed that the Senate and House could not agree on increasing the loan limits for Fannie Mae- and Freddie Mac-insured loans, especially since the Senate bill included a premium on high-cost loans that protected U.S. taxpayers from footing the costs.”

The CALIFORNIA ASSOCIATION OF REALTORS® (C.A.R.) and the NATIONAL ASSOCIATION OF REALTORS® (NAR) have long advocated making permanent higher loan limits.

A continued government role in housing financing will ensure stability in mortgage markets and that home buyers in high-cost areas will be able to refinance and obtain FHA financing for new home purchases more easily. However, it will cost these home buyers more to finance their homes either through jumbo mortgages or with FHA than it would have through Fannie Mae or Freddie Mac.

The conforming loan limit determines the maximum size of a mortgage that government-sponsored enterprises (GSEs) Fannie Mae and Freddie Mac can buy or “guarantee.” Non-conforming or “jumbo loans” typically carry higher mortgage interest rates than conforming loans, increasing monthly payments and hampering the ability of families in California to purchase homes by making them less affordable.

October Home Sales in California

An estimated 34,087 new and resale houses and condos were sold California last month, according to a press release from DataQuick. That was down 3.7 percent from 35,404 in September, and up 4.3 percent from 32,669 for October 2010. California sales for the month of October have varied from a low of 25,832 in 2007 to a high of 70,152 in 2003, while the average is 43,528. DataQuick's statistics go back to 1988.

The median price paid for a home last month was $240,000, down 3.6 percent from $249,000 in September, and down 6.3 percent from $256,000 for October a year ago. The median has decreased on a year-over-year basis for the last thirteen months. The bottom of the current cycle was $221,000 in April 2009, while the peak was at $484,000 in early 2007.

Distressed property sales – the combination of foreclosure resales and “short sales” – continued to make up more than half of California’s resale market.

Of the existing homes sold last month, 34.1 percent were properties that had been foreclosed on during the past year. That was up from 33.8 percent in September but down from 36.7 percent in October a year ago. The all-time high was in February 2009 at 58.5 percent.

Short sales – transactions where the sale price fell short of what was owed on the property – made up an estimated 19.5 percent of resales last month. That was up from 18.6 percent in September and 18.2 percent a year earlier. Two years ago short sales made up an estimated 15.9 percent of the resale market.

The typical mortgage payment that home buyers committed themselves to paying last month was $924, the lowest since early 1999. That was down from $964 in September, and down from $1,005 in October 2010. Adjusted for inflation, last month's mortgage payment was the lowest on record. It was 58.8 percent below the spring 1989 peak of the prior real estate cycle. It was 66.6 percent below the current cycle's peak in June 2006.

DataQuick monitors real estate activity nationwide and provides information to consumers, educational institutions, public agencies, lending institutions, title companies and industry analysts.

Indicators of market distress continue to move in different directions. Foreclosure activity is off its peak reached in recent years but remains far above normal. Financing with multiple mortgages is low, down payment sizes are stable, and cash and non-owner occupied buying remains high, DataQuick reported.

Brian Bloom Buys Zen Home in Encino Area

Actor, writer and voice over artist Brian Bloom has purchased a home for $1,180,000 in the Encino area.Gary Krieger of Ewing & Associates – Sotheby’s International Realty was the listing agent. Pat Phillips of Rodeo Realty’s Encino office represented the buyer.

Real Estate Upgrades for No Cash Up-Front

Lou Woolf of Rodeo Realty's Sherman Oaks office recently launched a program to help home sellers upgrade their properties for no cash up-front. Woolf said he has provided this service to probate attorneys for years and is now opening it up to the public.

Rihanna Selling Beverly Hills Home

The Los Angeles Times reported that pop star Rihanna has listed her home in Beverly Hills for $4.5 million. John Galich of Rodeo Realty's Sunset Strip office and John A. Woodward IV of Coldwell Banker's Beverly Hills north office are the listing agents.

According to the listing, the seller paid $6.9 million for the 8,520 square foot contemporary estate. It's situated behind gates above Trousdale, with canyon and city views, pool, spa, decks and flat land. Interiors include two-story high rooms and high-end finishes. More than $7 million was invested in the home.

However, the house is a major fixer with extensive water intrusion from (but not limited to) roof, windows, doors and balconies, according to the listing. American Horror Story and the Alfred Rosenheim Mansion

For your Halloween viewing pleasure, thought I'd share one of Rodeo Realty's listings that has a haunted past (at least "haunted" in the Hollywood sense). The historic Alfred Rosenheim mansion in the Country Club Park area, listed by Brad Downs and Joe Babajian of Rodeo's Beverly Hills office, is being used as the set for FX's horror/drama television series "American Horror Story."

The show follows the Harmon family, Ben (Dylan McDermott), Vivien (Connie Britton) and Violet (Taissa Farmiga), who move from Boston to Los Angeles. The family moves to a restored mansion, unaware that the home is haunted. Ben and Vivien try to rekindle their relationship while Violet suffers from depression.

Real estate agents listing an $8-million home in Santa Monica wanted to ensure a good crowd for an open house last month, so they hired a stilt walker, shirtless male jugglers and a contortionist who floated in the pool, encased in a clear plastic bubble. (This is a reference to a recent open house hosted by Lisa and Scott Sorrentino, Josh Flagg of the Beverly Hills office, and Joe Babajian.)

"Price is key, but it's the presentation that will sell the property," said Calabasas agent Lisa Sorrentino, who hired the Aerial Showgirls troupe to stage the mini-circus in the Santa Monica backyard. She said the strategy worked; someone who stopped by is now dickering to lease the property for $22,500 a month.

The former professional snowboarder got the idea from his days heli-boarding and negotiated an ongoing deal for a four-seat helicopter at $450 for 45 minutes. Most tours last at least an hour and are preceded or followed by hors d'oeuvres, Salem said. "Then we take them to the homes."

To attract attention to a $5-million equestrian property in Malibu, real estate agent Ron Tanzman resorted to pizza and pony rides.

The Rodeo Realty agent hired a gourmet Italian food truck for the open house, in keeping with the Tuscan style of the 5,000-square-foot home, and offered horseback riding to show off the potential of the six-acre spread.

HARP Changes to Reach More Borrowers

The Federal Housing Finance Agency, with Fannie Mae and Freddie Mac (the Enterprises), announced a series of changes to the Home Affordable Refinance Program (HARP) in an effort to attract more eligible borrowers who can benefit from refinancing their home mortgage, according to a press release.

HARP is the only refinance program that enables borrowers who owe more than their home is worth to take advantage of low interest rates and other refinancing benefits. The new program enhancements address several key aspects of HARP including:

Eliminating certain risk-based fees for borrowers who refinance into shorter-term mortgages and lowering fees for other borrowers
Removing the current 125 percent LTV ceiling for fixed-rate mortgages backed by Fannie Mae and Freddie Mac
Waiving certain representations and warranties that lenders commit to in making loans owned or guaranteed by Fannie Mae and Freddie Mac
Eliminating the need for a new property appraisal where there is a reliable AVM (automated valuation model) estimate provided by the Enterprises
Extending the end date for HARP until Dec. 31, 2013 for loans originally sold to the Enterprises on or before May 31, 2009.

An important element of these changes is the encouragement, through elimination of certain risk-based fees, for borrowers to utilize HARP to refinance into shorter-term mortgages. Borrowers who owe more on their house than the house is worth will be able to reduce the balance owed much faster if they take advantage of today’s low interest rates by shortening the term of their mortgage.

In general, borrowers must meet the following criteria:

The mortgage must be owned or guaranteed by Freddie Mac or Fannie Mae
The mortgage must have been sold to Fannie Mae or Freddie Mac on or before May 31, 2009
The mortgage cannot have been refinanced under HARP previously unless it is a Fannie Mae loan that was refinanced under HARP from March-May, 2009
The current loan-to-value (LTV) ratio must be greater than 80%
The borrower must be current on the mortgage at the time of the refinance, with no late payment in the past six months and no more than one late payment in the past 12 months.

The Enterprises plan to issue guidance with operational details about the HARP changes to mortgage lenders and servicers by November 15. Since industry participation in HARP is not mandatory, implementation schedules will vary as individual lenders, mortgage insurers and other market participants modify their processes.

REO For Non Profit, a real estate collective of professional REO agents and the National Association of Hispanic Real Estate Professionals (NAHREP) co-hosted a fundraising event last month that generated more than $100,000 for Operation HOPE and the i.am.angel Foundation, two groups that also committed to assist two families facing foreclosure during the event.

Kicking off NAHREP’s 2011 Real Estate and Marketing Conference at L.A. Live, the event was attended by more than 500 agents, bankers, mortgage lenders and other industry professionals representing the foreclosure and REO sector, signifying an unprecedented effort by the REO, mortgage and financial communities to give back to their communities.

Real Estate Agent Thinks 'Out of This World'

Real estate agents really need to "think outside of the box" to be successful in today's market. But Lou Woolf of Rodeo Realty's Sherman Oaks office has taken it a step further: He thinks "out of this world."

In addition to being a top-notch real estate agent, Woolf has spent a large part of his life collecting space toys from the 1930s, 1940s and 1950s. Think: Buck Rogers!

He recently blended these passions at the 24th Annual Taste of Encino, an event presented by the Encino Chamber of Commerce. Woolf displayed 36 retro ray guns, a robot, and a space woman complete with helmet, shiny silver suit and ray gun. Oh yeah, he also displayed plenty of real estate info.

Woolf said thousands of people attended the Taste of Encino and his booth put a lot of smiles on a lot of faces. Many older folks reminisced about how they had had one of those ray guns when they were younger.

September Home Sales Up Slightly from Last Year

Southern California home sales dropped last month from August, as they normally do, and eked out a tiny gain from a year earlier as bargain hunting below $300,000 remained relatively strong, according to a release from San Diego-based DataQuick.

Home prices continued their sideways-to-downward slide, with the region’s median sale price falling below the year-ago level for the seventh consecutive month, a real estate information service reported.

A total of 18,149 new and resale houses and condos sold in Los Angeles, Riverside, San Diego, Ventura, San Bernardino and Orange counties in September. That was down 7.7 percent from 19,654 in August and up 0.3 percent from 18,091 in September 2010, according to the release..

It’s normal for home sales to drop between August and September, partly because many home buyers try to close their deals before school starts in late summer. On average, sales have fallen 8.3 percent between August and September since 1988, when DataQuick's statistics begin.

September sales have varied from a low of 12,455 in 2007 to a high of 37,771 in 2003. Last month’s sales were 25.3 percent below the September average of 24,310 transactions since 1988.

“Last month’s Southland sales weren’t great but, like some other economic indicators of late, they came in a bit higher than some might have expected. Holding steady with a year ago isn’t so bad when you consider the hits the housing market has taken in recent months, including a big psychological blow from a tanking stock market in early August. Part of what’s keeping demand afloat is improved affordability thanks to ultra-low mortgage rates and lower home prices. We’ll have to wait and see what impact the lower conforming loan limits, which took effect recently, will have in some of the higher-priced markets,” said John Walsh, DataQuick president.

The median price paid for all new and resale Southland houses and condos purchased last month was $280,000. That was up 0.4 percent from $279,000 in August but down 5.2 percent from $295,500 in September 2010.

The regional median has declined year-over-year for the past seven months – since March. The last time any one of the six Southland counties posted an annual gain in its median sale price was in January, when San Bernardino logged a 1.0 percent year-over-year increase.

Last month’s median was 13.4 percent higher than the median’s low point in the current real estate cycle – $247,000 in April 2009 – but was 44.6 percent lower than the peak $505,000 median in mid 2007. The peak-to-trough drop was due to a decline in home values and a shift in sales toward lower-cost homes, especially inland foreclosures.

The Power of Home Staging and Pricing

Revi Mendelsohn of the Beverly Hills office says staging and pricing are two of the most important parts of selling homes in this market.

She recently listed a $2.5 million, five bedroom, five-and-a-half bath home in Cheviot Hills. Her stager gave the homeowner a six-page “to- do” list prior to placing the home on the market.

While the client traveled out of town, Mendelsohn spent three weeks overseeing painting of the interior, replacement of carpet, tidying-up of worn furniture and the addition of welcoming touches throughout.

The work paid off. Her first open house, scheduled on a Sunday, attracted 60 attendees. The next day one of the attendees returned and made a full price offer.

Mendelsohn said there were other competing homes on the market in the neighborhood. And some of those homes were listed at a lower price point.

The buyers were looking for the ideal house in a great neighborhood, she said. The home’s presentation was immaculate and it was priced right. The buyers fell in love with the home and the deal has since closed.

2012 California Housing Market Forecast

California home sales and median price are predicted to improve only slightly in 2012, as the continuation of the tepid economic recovery, uncertainty about the future, and funding challenges for residential mortgages are expected to keep the market moving sideways, with little foreseeable momentum in either direction, according to the CALIFORNIA ASSOCIATION OF REALTORS®’ (C.A.R.) “2012 California Housing Market Forecast” released today.

The forecast for California home sales next year is for a slight 1 percent increase to 496,200 units, following essentially flat sales of 491,100 homes this year compared to the 491,500 homes sold in 2010.

“Despite the run of unforeseen global events in the first half of this year that slowed the overall economy, 2011 home sales are projected to essentially remain unchanged from last year,” said C.A.R. President Beth L. Peerce. “Looking ahead, the fundamentals of the housing market – such as low mortgage rates, high housing affordability, and favorable home prices – are expected to continue, but at this point, a strong housing recovery will depend on consumer confidence, job creation, and the availability and cost of home loans.

“Discretionary sellers will play a larger role in next year’s housing market,” said Peerce. “Those who held off selling in 2011 may list their homes in 2012, thereby improving the mix of homes for sale compared with the last few years. Additionally, distressed sales will remain an important segment of the overall market as lenders continue to work through the foreclosure process.”

The California median home price will increase 1.7 percent in 2012 to $296,000 in 2012, according to the forecast. Following a double-digit increase in the median price in 2010, the median home price will decrease a projected 4 percent in 2011 to $291,000.

“2012 will be another transition year for the California housing market, as the continued uncertainty about the U.S. financial system, job growth, and the stability of the overall economy remain in the forefront for all market participants,” said C.A.R. Vice President and Chief Economist Leslie Appleton-Young. “An improvement in job growth, consumer spending, and corresponding gains in housing are essential to a broader recovery in the economy, but would-be buyers will remain cautious as they weigh these myriad uncertainties against the clear opportunities presented by today’s very affordable housing market.

“The most likely scenario is for the modest recovery to continue, and this should push sales up slightly next year by 1 percent and maintain levels that are significantly higher than those recorded during the depths of the housing downturn.

“The wild cards for 2012 are many, including federal, fiscal, monetary, and housing policies; the contentious political climate during an election year; and the strength of the U.S. economic recovery,” said Appleton-Young.

Allyson Carter to Appear on HGTV

Allyson Carter of Rodeo Realty's Sherman Oaks office will be appearing on an episode of HGTV's "Selling Los Angeles" on October 27th.

The episode will highlight one of her Hollywood Hills listings that's owned by David Krumholtz. The actor is well known for playing Professor Charlie Eppes in the television series “Numb3rs.”

Conforming Loan Limits Set to Expire

Unless Congress acts, the current conforming loan limits will expire on Sept. 30, and the cost of a mortgage could rise significantly.

More than 30,000 California families will face higher down payments, higher mortgage rates and stricter loan qualification requirements if conforming loan limits on mortgages backed by the Federal Housing Administration (FHA), Fannie Mae and Freddie Mac are reduced beginning Oct. 1, according to analysis by the California Association of REALTORS® (CAR).

Despite the Obama administration saying it will support a one-year extension of the current loan limits, said Wolfe, Bank of America has already lowered its loan limits for new loans, and others are expected to follow suit.

This is potentially a big deal for home buyers and sellers here in the Los Angeles area! Many buyers will be looking at higher down payments, higher mortgage rates and stricter qualification requirements.

Government-sponsored enterprises such as FHA, Fannie and Freddie buy and guarantee mortgages. That government guarantee allows buyers the opportunity to pay less money down than conventional mortgages, because it reduces lender’s risk.

In 2008, Congress temporarily raised the conforming loan limits from $417,000 to $729,750 and has extended them annually through fiscal year 2011, according to CAR. This has been an effort to spur home buying in a tough economy.

I agree with CAR’s stance that higher loan limits are an essential part of the housing market recovery. And I support the association’s efforts to urge Congress to maintain the current limits and make them permanent. Congress is the only body that can extend the program.

Mortgage Rates Attain New All-Time Record Lows Again

Freddie Mac's Primary Mortgage Market Survey® this week shows mortgage rates, fixed and adjustable, hit all-time record lows. The previous record lows for fixed mortgage rates and the 1-year ARM were set the week of August 18, 2011. The 5-Year ARM matched its all-time low set last week at 2.96 percent.

Here are the details:

30-year fixed-rate mortgage (FRM) averaged 4.12 percent with an average 0.7 point for the week ending September 8, 2011, down from last week when it averaged 4.22 percent. Last year at this time, the 30-year FRM averaged 4.35 percent.
15-year FRM this week averaged 3.33 percent with an average 0.6 point, down from last week when it averaged 3.39 percent. A year ago at this time, the 15-year FRM averaged 3.83 percent.
5-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 2.96 percent this week, with an average 0.6 point, the same as last week when it averaged 2.96 percent. A year ago, the 5-year ARM averaged 3.56 percent.

Home Sales in High-end U.S. Zip Codes

While total U.S. home sales fell about 13.7 percent in the first half of this year, activity declined less or even increased in many high-end zip codes, according to San Diego-based DataQuick, which tracks home sales nationally.

Sales during the first half of 2011 dipped just 2.8 percent from last year in a group of 176 U.S. zip codes that meet a rough definition of “high-end” – their median sale prices were $800,000 or more over the past two years. Nearly 45 percent of these relatively affluent zip codes saw sales rise in the first half of this year compared with last, said DataQuick.

The Power of Newspaper Real Estate Ads

Never under estimate the power of newspaper real estate advertisements. While it's true more than 80 percent of home buyers begin their search online, there are still plenty of folks who love the feel of newsprint in their hands.

Barbra Stover of Rodeo Realty's Beverly Hills office recently ran an open house box advertisement in the L.A. Times for her client’s $1,475,000 Malibu property. The home is located in the Las Flores Canyon area.

A very nice lady called from the ad, was excited to see the property, and attended the open house. The woman had been looking in Sea View Estates for a while, according to Stover.

After attending the open house, the woman visited again with her family at least three times. She loved the house, pool, and location. Stover and her co-listing partner had taken extra time to partially stage the property.

The woman finally pulled the trigger. Since she did not have an agent, Stover and Erika Mlachak of Verde Realty represented both sides of the deal. The home was only on the market for a month and sold for the listing price. Comparable sales in the area went back a year!

On another recent occasion, a prospective buyer attended one of Ollie Brown's advertised open houses for a $1.675 million home in Calabasas.

“The buyer came in without representation, was straight-up, and came back several times with his family, ” said Brown, adding from the beginning he knew the person was willing to go the distance.

Even though other parties expressed interest in the property, and a willingness to pay more, Brown encouraged the seller to go with the gentleman from the open house.

The other buyers talked a lot about wanting the house, he said, but they never followed through on submitting formal offers.

Brown proceeded to represent both sides and use Encore Escrow, L.A. Mortgage and Progressive Title in the deal. He said all of these companies put a solid transaction together quickly. The story gets even better, because Brown just listed the buyer’s other home in Woodland Hills for more than $700,000.

Mortgage Rates Lowest in 50 Years

Freddie Mac today released the results of its Primary Mortgage Market Survey®, showing mortgage rates, fixed and adjustable, reaching all-time record lows, according to a press release.

The 30-year fixed averaged 4.15 percent, breaking the previous record low of 4.17 percent set November 11, 2010.

30-year fixed-rate mortgage (FRM) averaged 4.15 percent with an average 0.7 point for the week ending August 18, 2011, down from last week when it averaged 4.32 percent. Last year at this time, the 30-year FRM averaged 4.42 percent.

15-year FRM this week averaged 3.36 percent with an average 0.6 point, down from last week when it averaged 3.50 percent. A year ago at this time, the 15-year FRM averaged 3.90 percent.

5-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 3.08 percent this week, with an average 0.5 point, down from last week when it averaged 3.13 percent. A year ago, the 5-year ARM averaged 3.56 percent.

1-year Treasury-indexed ARM averaged 2.86 percent this week with an average 0.6 point, down from last week when it averaged 2.89 percent. At this time last year, the 1-year ARM averaged 3.53 percent.

Here's what Frank Nothaft, vice president and chief economist of Freddie Mac, had to say.

"The Federal Reserve's policy statement last week and ongoing market concerns over the European debt market carried momentum into this week allowing all mortgage products in our survey to reach all-time record lows. For instance, 30-year fixed mortgage rates are now the lowest in over 50 years. In comparison, the Bureau of Economic Analysis estimated the average effective mortgage rate was about 5.3 percent on single-family loans outstanding during the second quarter of 2011.

"Not surprising, many homeowners took advantage of this low mortgage rate environment and have already refinanced their loans. The refinance share of applications averaged nearly 70 percent of all mortgage activity in the first half of this year, according to our survey. In addition, an increasing share of refinancing borrowers chose to shorten their loan terms during the second quarter, according to Freddie Mac's Quarterly Product Transition Report."

The Sonoma Vineyard Estate and a Little Bit of Fate

Ron Wolotzky of Rodeo Realty's Beverly Hills office recently closed a $4.1 million sale in Sonoma, Calif. It's a fun story, because the vineyard estate deal proves that while Internet marketing is an important part of succeeding in today's real estate industry, you can never underestimate the role of fate.

The 3.3 acre gated estate includes: a renovated two story home with six bedrooms; one-acre vineyard of certified organic Malbec grapes; and park-like grounds with a large heated pool, tennis court, and one bedroom guest house.

Wolotzky marketed the home through the local and regional MLS services, sending e-flyers to agents in the area, and with a strong Web site and Internet presence. His client, the seller, initially did not want to place a "For Sale" sign on the property. But Wolotzky eventually convinced him to do so.

Enter a bit of fate.

The buyers were driving through the neighborhood and inquired about the home only because they saw the "For Sale" sign. And as it turns out, the buyers had attended a gathering at the home a few years prior. At that time they fell in love with both the neighborhood and estate.

Wolotzky represented the buyer and seller in the deal. The transaction, which required partial financing from a jumbo loan, also closed in only four weeks. The asking price was $4.5 million and final sales price $4.1 million.

Mortgage Rates Continue to Drop

This week has been a roller coaster ride for the stock market and economy. One positive for the week, for home buyers and sellers at least, is mortgage rates continue to decline

Yesterday, Freddie Mac released the results of its Primary Mortgage Market Survey® (PMMS®), showing mortgage rates continuing to decline with the 30-year fixed averaging 4.32 percent marking a new low for 2011, and the 15-year fixed, 5-year ARM, and 1-year ARM averaging new all-time record lows this week.

30-year fixed-rate mortgage (FRM) averaged 4.32 percent with an average 0.7 point for the week ending August 11, 2011, down from last week when it averaged 4.39 percent. Last year at this time, the 30-year FRM averaged 4.44 percent.
15-year FRM this week averaged 3.50 percent with an average 0.7 point, down from last week when it also averaged 3.54 percent. A year ago at this time, the 15-year FRM averaged 3.92 percent.
5-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 3.13 percent this week, with an average 0.5 point, down from last week when it averaged 3.18 percent. A year ago, the 5-year ARM averaged 3.56 percent.

"Renewed market concerns about the European debt markets led investors to shift funds into U.S. Treasuries, pushing long-term yields lower. These developments helped to ease mortgage rates lower this week.

"Lower mortgage rates will help to maintain the high degree of home-buyer affordability in the market. The National Association of Realtors® reported that its affordability index over the past three quarters has indicated the highest affordability since the inception of the index in 1970."

Jonathan Littman Buys 'Entourage' House

Save the Reefs Save the Oceans Gala 2011

Stretching over 1,000 miles, California’s coastline is the gateway to a unique and often under-appreciated marine ecosystem, according to the international non-profit organization Reef Check. Offshore, just below the surface, kelp forests and rocky reefs play home to a vast array of marine life that supports a variety of human uses.

Unfortunately, like reefs around the world, the rapid growth of California’s population, coastal development, pollution, and overfishing have placed increasing demands on these nearshore resources. Many organisms that were previously common in high numbers, like abalone, are now almost gone.

What does this have to do with real estate? Well, these natural resources are one of the biggest reasons people choose to purchase homes, launch businesses and otherwise stake their claim on the Golden State's coastal communities. Preserving the health of our reefs, coastline and ocean is critical for the future of California.

Marion Davies' Former Home in Beverly Hills

The former residence of Marion Davies in Beverly Hills has sold for $9.3 million. See it in L.A. The villa-style mansion north of Sunset Blvd. is said to have originally been purchased for Davies by William Randolph Hearst.

The home was once owned by Harry Cohn, early president and production director of Columbia Pictures. And it was owned by the late screenwriter, novelist and playwright Aleen Leslie and her husband Jacques Leslie, a prominent entertainment lawyer.

Built in 1923, the 6,100 square foot home is situated on approximately 1.5 acres of greenery close to the Beverly Hills Hotel. It has 5 bedrooms, 5-and-a-half baths, circular drive and a crafted two-story entry.

L.A. County Property Assessment Roll Increases After Two Years of Decline

Los Angeles County Assessor John R. Noguez announced yesterday in a press release that the 2011 Assessment Roll reflected a 1.49 percent increase in value, ending two years of decline and producing a property roll of more than a trillion dollars for Los Angeles County. The $1,105,742,244,670 gross total property roll is $16.2 billion greater than last year.

Assessments based on residential sales and changes of ownership increased the Roll by $12.8 billion in value. New construction contributed an additional $3.9 billion. These increases offset reduced assessments resulting from the housing market, which is still struggling to correct, said the press release, as well as reductions in personal business property and fixtures assessments.

“Another significant factor in the Roll increase,” Noguez said, “was the reversal of last year’s unusual .237
percent negative inflation factor based on the California Consumer Price Index. Under Proposition 13, the CCPI is used to calculate assessment increases on property which does not change ownership,” Noguez added. “This year’s return to a positive CCPI factor of .753 percent added $6.1 billion to the Roll.”

"We reached a trillion-dollar-plus Assessment Roll in 2007, and have continued to achieve that historic level
every year since then, despite the impact of adverse market conditions on the Rolls of 2009 and 2010,” Noguez said. “We should be optimistic that this increase in the 2011 Roll indicates the real estate market in Los Angeles County and California is growing stronger and continues to recover.”

Other counties experiencing increased rolls include San Diego, Orange, Kern and Santa Clara.

The gross Roll total is compiled prior to deducting tax-exempt assessments, including religious and church entities, not-for-profit hospitals and other non-profit organizations such as museums, as well as the state reimbursed homeowners’ exemption. After these deductions, the net Roll total for Los Angeles County was $1.056 trillion, a 1.36 percent increase from last year.

As always, Los Angeles City was the highest-valued municipality in the county, with a gross-assessed value of $431.7 billion (a 1.5 percent increase from last year), followed by Long Beach with a gross-assessed value of $44.6 billion (a 1.4 percent increase).

QR Codes and Real Estate

As most real estate agents, home buyers and home sellers know, technology plays a major role in marketing homes these days. Social networking, the Internet, smartphones, and other gizmos and gadgets, are all staples of the trade. Some agents estimate 80 percent or more of home buyers begin their property searches online.

Rodeo Realty has always been on the cutting-edge of marketing technology. So in an effort to take another step forward, we are beginning to use what’s known as QR codes. The bar codes, which kind of look like figures out of the 1980s video game “Space Invaders,” will soon be included on all of the company’s newspaper advertisements.

Consumers can download a mobile phone application that allows them to take a picture of the QR code. After taking the picture, the mobile phone automatically downloads a Web site with property listings.

If the consumer plugs in their geographic coordinates, the application will also allow them to view listings within a 10 mile radius from where they’re standing. In addition to including QR codes on newspaper advertisements, Rodeo Realty plans on placing them on For Sale signs. Our in-house information technology (IT) department can provide QR codes for agents creating property Web sites.

Is this just a fad or a legitimate and long-term tool for advertising? Data shows a significant increase in the use of QR codes. Scanning grew 1,200 percent from July to December 2010, according to the mobile payment and marketing company Mobio Identity Systems.

Scanning codes to receive information on a product or service makes up for 87 percent of usage. Payment scans only make up for 5 percent. This is good news for real estate agents, since Rodeo Realty’s codes will primarily be used for information about properties.

The majority of QR scanning is coming from individuals in the 35-44 years of age bracket, according to Mobio. And steady adoption is being seen amongst all age brackets between 18 and 54 years of age.

Top Residential Real Estate Firms in the San Fernando Valley

The latest edition (July 18-31, 2011) of the San Fernando Valley Business Journal http://www.sfvbj.com/ includes a special report on residential real estate and a ranking of the top residential real estate firms in the greater San Fernando Valley area.

Titled "Reviving the Housing Market," the report includes stories about the mortgage industry, agents sounding off about the region's housing market, real estate schools, the moving industry, and the importance of price point in selling homes.

As for the list of top firms, Rodeo Realty ranked #1 in the greater San Fernando Valley area based on sales volume in the region from July 1, 2010 to June 30, 2011. The business journal also included some great quotes from company owner Syd Leibovitch and Rodeo Realty agent Carol Wolfe.

Chris Cester Selling Hollywood Hills Home

Carmageddon and Real Estate

As real estate agents or folks buying and selling homes in the greater Los Angeles area, what are you doing for the so-called "Carmageddon" this weekend?

The apocalyptic term refers to a 10-mile section of the 405 freeway, one of the busiest stretches of pavement connecting the Westside of Los Angeles to the San Fernando Valley and beyond, being closed for construction.

Sepulveda Blvd. parallels a section of the 405 freeway slated for closure this weekend. Here's a little sample of afternoon northbound traffic on Sepulveda when the 405 freeway is open!

Will L.A. experience gridlock on a level never seen before? Or will the weekend just be a small bump in the road?

Neighborhoods affected include super-expensive homes north of Sunset Boulevard, where prices can run $25 million to $50 million, says Syd Leibovitch, owner of Rodeo (pronounced Row-DAY-oh) Realty.

With so much money on the line, he and his agents aren't heeding the warnings.

"We're going to leave our offices open that weekend, and we're just going to hope for the best," he says. "It's going to be a nightmare for them, but they're still going to show (homes)."

So there you have it. For many real estate agents, life goes on as normal. And you never know, some of that diverted traffic may just end up driving by your open house.

Home Ownership Remains a Top Priority for Many Americans

There are some useful statistics in this recent press release from the National Association of Realtors®.

Most Americans still believe that owning a home is a solid financial decision, and a majority of renters aspire to home ownership as a long-term goal. According to the 2011 National Housing Pulse Survey released by the National Association of Realtors®, 72 percent of renters surveyed said owning a home is a top priority for their future, up from 63 percent in 2010.

Seven in 10 Americans also agreed that buying a home is a good financial decision while almost two-thirds said now is a good time to purchase a home. The annual survey, which measures how affordable housing issues affect consumers, also found that more than three quarters of renters (77 percent) said they would be less likely to buy a home if they were required to put down a 20 percent down payment on the home, and a strong majority (71 percent) believe a 20 percent down payment requirement could have a negative impact on the housing market.

“Despite the economic setbacks Americans have experienced in today’s current climate, it is clear that a strong majority still believe in home ownership and aspire to own a home,” said NAR President Ron Phipps, broker-president of Phipps Realty in Warwick, R.I. “However, achieving the dream of home ownership will become increasingly difficult for buyers if they are required to make a 20 percent down payment, which may be a reality for many of tomorrow’s buyers if a proposed Qualified Residential Mortgage rule is adopted. That is why Realtors® are strongly urging regulators to go back to the drawing board on the proposed rule.”

Defining the QRM rule is important because it will determine the types of mortgages that will generally be available to borrowers in the future. As currently proposed, borrowers with less than 20 percent down will have to choose between higher fees and rates today – up to 3 percentage points more – or a 9-14 year delay while they save up the necessary down payment.

Over half – 51 percent – of self-described “working class” home owners as well as younger non-college graduates (51 percent), African Americans (57 percent) and Hispanics (50 percent) who currently own their homes reported that a 20 percent down payment would have prevented them from becoming home owners.

Pulse surveys for the past eight years have consistently reported that having enough money for a down payment and closing costs are top obstacles that make housing unaffordable for Americans. Eighty-two percent of respondents cited these as the top obstacle, followed by having confidence in one’s job security.

The survey also found respondents were adamantly against eliminating the mortgage interest deduction. Two-thirds of Americans oppose eliminating the tax benefit, while 73 percent believe eliminating the MID will have a negative impact on the housing market as well as the overall economy.

“The MID facilitates home ownership by reducing the carrying costs of owning a home, and it makes a real difference to hard-working American families,” said Phipps. “Home ownership offers not only social benefits, but also long-term value for families, communities and the nation’s economy. We need to make sure that any changes to current programs or incentives don’t jeopardize our collective futures.”

When asked why home ownership matters to them, respondents cited stability and safety as the top reason. Long-term economic reasons such as building equity followed closely behind. On a local level, respondents said neighbors falling behind on their mortgages and the drop in home values were top concerns. Foreclosures also continue to remain a large concern, with almost half of those surveyed citing the issue as a problem in their area.

The 2011 National Housing Pulse Survey is conducted by American Strategies and Myers Research & Strategic Services for NAR’s Housing Opportunity Program. The telephone survey polled 1,250 adults nationwide, with an oversample of interviews of those living in the 25 most populous metropolitan statistical areas. The study has a margin of error of plus or minus 3.1 percentage points.

Survey About Home Ownership

The National Association of Home Builders (NAHB) recently released the results of a national survey about attitudes towards home ownership. Here are some of the results:

An overwhelming 75 percent of the people who were polled said that owning a home is worth the risk of the fluctuations in the market, and 95 percent of the home owners said they are happy with their decision to own a home, said NAHB's press release.

Almost three-quarters of those who do not currently own a home, 73 percent, said owning a home is one of their goals. And among younger voters who are most likely to be in the market for a home in the next few years, the percentages are even higher.

Other survey results include:
•Homeownership and a retirement savings program are considered by voters to be their best investments.

•80% of home owners would advise a close friend or family member just starting out to buy a home.

•Saving for a down payment and closing costs is the biggest barrier to home ownership.

•Americans believe that owning their own home is as important as being successful at their job or being able to pay for a family member's education.

The Ferrari F430 Spider

The 20 Percent Down Issue

Carol Wolfe of Rodeo Realty's Encino office recently wrote a column for Encino.Patch.com about Congress considering a proposal that will in effect require buyers to put 20 percent down on conventional residential mortgages in order to get the prime rate.

The piece was based on, and in support of, the National Association of Realtors® (NAR) recently sending out a Call for Action on the issue. Here is the short version:

The proposal is tied to The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. A section of the Dodd-Frank Act requires financial institutions that securitize mortgage loans to retain at least 5 percent of the credit risk.

The intent is to force lenders to have more “skin in the game” and encourage responsible lending. Remember that securitization of high-risk mortgages is one practice that contributed heavily to the recession and housing market crash.

But something called a “Qualified Residential Mortgage” (QRM), and federally-backed loans such as FHA and VA are exempt from the 5 percent rule.

If this new proposal passes, only conventional loans with 20 percent down or more will be considered QRM. Those loans will get the best mortgage rates, because banks have a market incentive to securitize them. They don’t have to have additional skin in the game.

Lenders can underwrite mortgages for folks with less down. But they’re likely going to pass-on that increased risk to consumers in the form of higher interest rates, etc… This will put home ownership out of reach for many creditworthy middle-income Americans.

Wolfe said the proposal is not a step in the right direction for turning around our struggling housing market and economy. She agrees with the NAR that responsible lending standards and ensuring a borrower’s ability to repay have the greatest impact on reducing lender risk.

Joseph R. Haiek founded the News Circle Publishing House in Los Angeles in June 1972. He has also published the Arab American Affairs Magazine, six editions of the Arab American Almanac series, and founded the Arab American Historical Foundation and Arab American Press Guild.

The Almanac's 6th edition, which is 608 pages, was published in late 2010. The main purpose of the series is to broaden the reach and availability of pertinent and accurate reference information about Arab Americans.
